IT Transformation ProgramThe Tasmanian Government is planning to change the way it delivers and manages Information and Communication Technology (ICT) services to ensure they are cost-effective and efficient and to make sure it can respond quickly to changing needs and new opportunities. The Government commissioned a report on how ICT is managed and delivered in the public sector. Read the Modernising Government, Modernising ICT Management report. The new directionOn 13 July 2009, Cabinet endorsed the direction for ICT management as documented in the Modernising Government, Modernising ICT Management report (the Report), with the Premier being responsible for ICT within the Tasmanian Government. The Government is planning its own implementation on the direction outlined in the Report; not all of the changes and timeframes in the report will be necessarily adopted. The recommended approach involves a range of changes including establishing a vision for ICT for the Government. This vision will be supported by new governance arrangements, including the establishment of an ICT Policy Board. The new approach to ICT management will allow agencies to retain responsibility for their specialist business ICT requirements. What next?For now, it is ‘business as usual’ for the services provided by TMD and the Inter Agency Policy and Projects Unit (IAPPU). The changes to ICT management in Government will be implemented incrementally. The initial activities include intensive business planning and some organisational changes within DPAC to support the proposed direction. TMD and IAPPU staff will be heavily involved in this planning, as will other Government agencies that will be impacted by the change. TMD is preparing in readiness for change to support the proposed new direction for ICT in Government, including reviewing existing business processes and service level agreements. Unified Communications and Collaboration Pilot ServicesThe pilot services developed through the Unified Communications and Collaboration Project have gone well and provided significant lessons. At this point in time the service remains a pilot. Outcomes from the pilot will be considered as we evaluate the key initiatives that will be delivered to achieve the ambitions of Government in transforming ICT management. While TMD is focussing on this important work, no new unified communications and collaboration trials will be undertaken, but support for the current Unified Communications and Collaboration Pilot Services will continue.
